Mbuji-Mayi, December 13th, 2021 (CPA) .- The Provincial Assembly of Kasai Oriental (APKOR), headed by the president of the permanent office, Athanase Kabongo Kalala Malebongo, during its last plenary, declared admissible the amending budget of the province for fiscal year 2020 -2021, which is exceeded by two hundred million Congolese francs, and sent to the Standing Committee on Economy and Finance for its grooming, before its final adoption.
In the debates opened after the defense of the head of the provincial executive Jeannette Longa Muswamba, two provincial deputies Bida Lufuluabu and Bavon Mbuyi Mukuna, criticized the fact that the expenditures made did not comply with the procedures of the finance law.
For the two elected officials, this law stipulates that all expenditure made by the provincial executive must be presented beforehand to the budgetary authority (provincial assembly) for its approval, which was not done in the case under consideration. « Since this budget has already been executed in violation of these standards, the first institution remains the only body empowered to decide on the fate of the provincial authority, after the rectification by the technical commission ECOFIN », they concluded.
