Kinshasa, January 2rd, 2022 (CPA).– The national delegate coordinator of the “Congolese Coalition of Non-Governmental Organizations Against Corruption” (COCOLUCO), Sam Bakasenda wa Kasenda, supported, on Friday, in front of the press, the state of siege established by the President of the Republic, Félix Antoine Tshisekedi Tshilombo, in order to fight against the negative forces operating in the eastern part of the country. He indicated it, at the end of a mission carried out in this part of the Republic, stressing that this measure proves, rightly, the patriotism which animates the Head of State as well as his determination to put an end to the abuses and allow the Congolese of the provinces of Ituri and North Kivu to go about their daily business peacefully. “Since the establishment of the state of siege in Ituri and North Kivu on May 3rd, 2021, several significant advances have been recorded, including the establishment of state authority, the recovery by loyalist forces of several regions once considered to be a bastion of militias, and the maximization of revenue by the provincial revenue mobilization boards, ”said Sam Bakasenda. However, the national delegated coordinator of this structure noted that there are certain factors explaining the persistence of insecurity in these two provinces which require the particular attention of the central government. These include the deficit in operational planning as well as the existence of parallel commands between military governors and commanders of operational sectors. Sam Bakasenda adds to this the absence of intelligence on the enemy, the marginalization of the disarmament program, the insufficient resources allocated to operations, the inadequacy of the military approach chosen and the crisis of confidence. In addition, he deplored the irresponsibility and the complicity of certain local sons who seem to display anti-patriotic behavior vis-à-vis the establishment of the state of siege. Reason why, he called on justice to punish, in accordance with the law, any person who seeks to compromise the success of the system. The establishment of an effective chain of command, the unification and prioritization of operations, the strengthening of logistics and military personnel, the strengthening of justice for repression and the establishment of effective strategies for social reintegration combatants constitute the keystone of the total success of the state of siege, concluded the COCOLUCO.
