Signing of a memorandum of understanding between the government and the Acb on the settlement of remuneration arrears


Kinshasa, March 11th, 2022 (CPA) – The Minister in charge of Finance, Nicolas Kazadi and the President of the Congolese Association of Banks (ACB), Willy Mulumba, signed Thursday in Kinshasa, a memorandum of understanding on the terms of payment arrears of remuneration of the members of this structure, concerning the payroll operation of agents and civil servants of the State for the years 2018, 2019 and 2020, indicates a press release from the Ministry in charge of Finance, received Friday at the CPA. According to the terms of this memorandum of understanding, the document specifies, the government, through the Ministry of Finance, undertakes to pay more than 50% retained on a provisional basis as the basis for the execution of this memorandum in the immediate future, and the rest of the subjects will be staggered from April to November 2022 in progress. The Acb, for its part, undertakes not to interrupt the payroll program for State employees and agrees to favor dialogue to resolve any problem that may arise. Through this memorandum of understanding, the government of the DRC and the Congolese Association of Banks have agreed to begin negotiations on the amount relating to the exchange rate differential, and to revisit the previous memorandum of understanding of December 1 2012, binding the two parties on how to organize the payroll operation for state agents and civil servants, recalls the source.
