The request of the President of the Republic to assess the conformity with the Constitution of the organic law on the rights of PWDs deemed admissible

Kinshasa, April 20th, 2022 (CPA).-  The Constitutional Court sitting on Tuesday, in the matter of assessing compliance with the constitution, judged admissible and founded, the request of the President of the Republic, Félix Antoine Tshisekedi Tshilombo, in assessing compliance to the Constitution the law on the protection and promotion of the rights of persons living with disabilities. For the Court, this organic law which strengthens the protection of people living with disabilities and their rights is therefore in accordance with the Constitution of the Democratic Republic of Congo, subject to the few amendments which Parliament must take into account. « With regard to the Constitution, the Court, after consulting the prosecutor, has ruled the request admissible and has declared itself competent to rule on this subject », declared the president of this high court, Dieudonné Kaluba. This notice of compliance issued by the Constitutional Court allows the Head of State to promulgate by an ordinance the organic law on the protection and promotion of the rights of people living with disabilities, after the examination in the two chambers of Parliament of the amendments raised.
