Judge Corneille Wasenda N’songo appointed interim president of the Constitutional Court Judge

Kinshasa, May 20th, 2022 (CPA).- Judge Corneille Wasenda N’songo was appointed interim president of the Constitutional Court, during the handover and resumption ceremony with the outgoing president, Professor Dieudonné Kaluba, on Wednesday, in the precincts of this high judicial body, in the commune of Gombe. No statement was made at the end of this ceremony between the two judges who worked together in this jurisdiction for two years. However, Professor Kaluba brought together, at the end of this ceremony, the members of his cabinet to thank them for the frank collaboration that each one showed during his mandate, while urging them to remain positive in life. Judge Corneille Wasenda N’songo, the most suitable of the judges of the Constitutional Court, was appointed in accordance with article 18 of the rules of procedure of the Constitutional Court which provides that the oldest member acts as interim for a period which cannot exceeds 6 months. The election of the President of the Constitutional Court, it is noted, is organized internally by an ad hoc office of the Constitutional Court without competition from an authority external to it. After the election, the president of the ad hoc office immediately transmits to the President of the Republic the minutes of the election of the new president. This is vested by order of the President of the Republic, as well as in application of the provisions of Articles 12 and 13 of the internal regulations of this same Court.

Who is Corneille Wasenda N’songo

Born on May 26th, 1950 in Butembo, in the province of North Kivu, Corneille Wasenda N’songo obtained his primary school certificate in 1962 in Butembo and his state diploma in 1969 in Bukavu. He holds a law degree from the University of Kinshasa in 1976, a diploma in special studies in human rights (University of Kinshasa), a master’s degree in criminal law and criminal policy in Europe from the University of Paris I in 2013, as well as a doctorate in law /Paris I Panthéon Sorbonne in 2019.

Corneille Wasenda N’songo has been a judge at the Constitutional Court since 2014 to date. Counsel registered at the International Criminal Court (ICC) in The Hague since 2008, he was a lawyer at the Supreme Court of Justice from 1999 to 2014 and a lawyer at the Kinshasa Court of Appeal in 1982, legal adviser to the Ministry of Social Affairs in Kinshasa in 1981, administrator of companies and council of non-profit organizations and human rights associations, and magistrate in Kinshasa. From 1977-1980, he was Deputy Public Prosecutor. Judge Dieudonné Kaluba, it is recalled, was elected by his peers, President of the Constitutional Court, on April 20th, 2020. ACP/Lys
