Kinshasa, September 8th, 2022 (CPA).- The Prime Minister, Jean-Michel Sama Lukonde, proceeded on Thursday 08 at the Pullman Hotel in Kinshasa, to the official launch of the Integrated Management Software for Duties, Taxes and Royalties of the Central Power « LOGIRAD » . This non-tax revenue management software will allow the traceability of operations carried out by the tax base services and the General Directorate of Administrative, Judicial and State Revenue (DGRAD), but also the reduction of file processing time. In his speech, the Prime Minister indicated that several reforms have been initiated aimed at mobilizing the resources necessary to achieve this objective and to implement the government’s entire action program.
« The Government of the Republic has displayed, since its inauguration, a determination that continues to consolidate, that of finding effective solutions to pace with the vision of President Felix-Antoine Tshisekedi Tshilombo, to considerably improve the living conditions of our fellow citizens. Although the budgetary framework that supports this action program remains open to support from external partners, domestic resources constitute the basis,” he explained. “In this context, the establishment of the computerized public revenue chain constitutes a major challenge for government action,” he added.
The « LOGIRAD » and its advantages
Speaking of this software, the Prime Minister noted that it will allow all users of the base services and the DGRAD to work in a single computer environment. « Which is a first and to be congratulated, » he said. « As an integrated management platform for all non-tax revenue from the central government, I believe that it will serve as a lever for increasing this category of revenue supervised by the DGRAD », added the Head of Government.
Sama Lukonde also recalled having signed, dated May 4, 2022, Decree 22/18 making the use of this software mandatory, by constituting a single platform for the production of non-tax revenue statistics and the evaluation of the performance of ministries and base services. « I am aware that the digitization of the process of collecting public revenue is a long process which requires, beyond political will, support and permanent assistance to all users of the new platforms », he concluded. , reassuring them of the government’s desire to support them. For his part, the Minister in charge of Finance, Nicolas Kazadi, stressed that the LOGIRAD software is the largest information project available to the Democratic Republic of Congo in the field of public finance to date. He also affirmed that the results of its pilot phase were conclusive and that its deployment, both at central and decentralized level, is immeasurable, given the geographical dimension of the country.
