Kinshasa: Felicien Kuluta appointed provincial minister of Finance and Economy

Kinshasa, march 14th, 2023 (CPA).- Mr. Felicien Kuluta Ntula, former director at the General Direction of Revenue of Kinshasa (DGRK), was appointed on Monday, provincial Minister in charge of Finance and Economy of the provincial government of Kinshasa, in the Democratic Republic of Congo, under the terms of a decree by Governor Gentiny Ngobila.

« Considering the need to improve the efficiency of the provincial government of the city of Kinshasa, given the urgency and necessity, is appointed Minister in charge of Finance and Economy of the provincial government, Mr. Felicien Kuluta Ntula, » said the order of the governor.

Felicien Kuluta replaces Jean Mvunzi Ngoy who has remained in the post since the governor’s first ever provincial government in 2018. His appointment comes less than a month after the appointment by decree of the new provincial Minister in charge of Interior and Security.

After a mission conducted by the General Inspection of Finance (IGF) on the financial management of Kinshasa, the general inspector, Jules Alingete had cited the outgoing provincial Minister in charge of finance as the hub of financial predation eating away at the city’s revenues.

The outgoing Minister in charge of finance, Jean Ngoyi Mvunzi, has been the subject of oral question with debate on several occasions in the Kinshasa provincial assembly, on the CDF 500 million stolen from the urban finance division as well as on mega-management.
